ABC/liquor license transfers are handled by the Department of Alcohol Beverage Control (ABC) and they require an escrow company to be involved in the transaction. Escrow handles a handful of the paperwork ABC requires, the money for the transaction, coordinates the recording of the ABC-227, and receives the ABC-226 (authorization to close) to finalize the transfer of license.
This can be linked to a business sale or be just the liquor license.
